afpsrv could dump core upon finding circular ID references

Upon verifying a directory that has its own ID as parent
directory ID afpsrv did core dump due to a recursive stack
overflow. Also fixed:
- Opening a folder on a read-only volume that does not have any
desktop database caused the folder to close immediately or to
come up empty under MacOS 9.
- Entering a user expansion license sometimes did not increase
the size of the shared lock table due to opisrv locking the
table before afpsrv had a chance to resize it.
