Script Server did not work with WebShare

Script Server actions were not triggered if new files were
stored in a hot folder via WebShare.
Also fixed:
- Hot folder names containing special characters did not work.
NOTE: Before installing this update, the update installer itself
must be updated with one of the updates u0300-u0306.
