mDNS proxy server update for faster browse replies

The mDNS proxy server can now continously browse for some service types,
so that the mDNS server has always an up-to-date cache for these types.
To start browsing for a service type, the string preference
Programs/mdnsproxysrv/browse/<service_type>/domain
must be set to an mDNS domain or to the value ".".

One important application is to keep the list of available Tool Servers
up-to-date, therefore installing this update sets the preference
Programs/mdnsproxysrv/browse/_heltoolsrv._tcp/domain
to ".", so that "toolclient" quickly finds all Tool Servers in the
network.
