PCShare browsing, streams handling improved

PCShare could become master browser, even if "Avoid Elections"
was selected in HELIOS Admin Windows Server Settings.
Also fixed:
- PCShare now reports correct file name length when enumerating
directories.
- PCShare did send wrong notify packets to the client.
- PCShare could dump core on missing resource files.
- PCShare could report wrong stream sizes resulting in various
errors or corrupted streams.
- PCShare didn't allow to create new folders when NT capabilities
were turned off (preference offerNTCaps)
