papsrv stops when too many queues are registered

With its new features the papsrv had an increasing demand on file
handles. If too many file handles were needed the master papsrv
did stop, while it was unable to write an error message. This new
papsrv uses less file handles, can always generate an error and
tries to allocate additional resources if needed.
