Update (Fri, 28 Oct 2022):
The HELIOS “afpsrv” update u1312 implements a workaround for this problem.
==================================================
We have investigated a problem with AFP mounted volumes on macOS BigSur, Monterey and Ventura (Beta) Macs. This problem does not occur on Intel Macs, only Apple Silicon Macs are affected.
When an AFP volume gets unmounted some previously modified files on the server get re-written by the Mac client which results into file modification dates using the unmount date. The file content is correct, however the additional re-write sets the modification date to its current unmount date.
E.g.: modified file at 13:30, unmount volume at 14:00, the previously modified file from 13:30 receives the modification date 14:00
The problems exist with Apple's own AFP sharing service as well as with HELIOS AFP volumes.
We are investigating this problem further and will report it to Apple.
